| Summary: | COMMITTEE ACTION: Voted "Do Pass" by the Standing Committee on Local Government by a vote of 16 to 0. Every noncharter county has a salary commission, the members of which are specified in state statute. This bill removes the county prosecuting attorney and county sheriff from the list of members of the salary commission. PROPONENTS: Supporters say that county sheriffs' and prosecuting attorneys' salaries are no longer set by county salary commissions, but by other means. Because these officials' salaries aren't determined by the salary commission there's no need for their participation on the commission. | Summary: | COMMITTEE ACTION: Voted "Do Pass" by the Standing Committee on Government Efficiency by a vote of 19 to 0. Beginning January 1, 2027, the Director of the Department of Revenue will be authorized to issue to owners of motor vehicles with a model year of manufacture less than six years, other than as provided in the bill, the option of a five-year registration period if the fee collected is equal to the annual registration fee plus a pro rata amount for the additional four years of the five-year registration, and presentation of all documentation otherwise required by law for vehicle registration. The bill repeals the provision of law which requires that vehicles manufactured as an even-numbered model year must be renewed each even-numbered calendar year and that vehicles manufactured as an odd-numbered model year must be renewed each odd-numbered calendar year. This bill is similar to HCS HB 247 (2025). PROPONENTS: Supporters say that the process for registering vehicles is slow, and the restriction to two-year registrations makes no sense. Allowing five-year registrations would make citizens lives easier, reducing headaches and saving time, which is the job of the government. People won't have to spend as much time in the license office. The bill only allows longer registration periods on vehicles which would not be required to have a safety inspection during that period. This will result in less bothersome traffic stops. Testifying in person for the bill were Representative Bromley; Tony Shepherd, Abate For Missouri; Mo State NAACP; and Americans For Prosperity. OPPONENTS: There was no opposition voiced to the committee. OTHERS: Others testifying on the bill say the even and odd registration periods are part of other legislation supported by the Department of Revenue. In July, the uninsured motorist program will come online, which will help address concerns about insurance. The Department will have real-time updates from providers and constituents will receive mail from the Department when they are no longer insured. Property tax information is provided to the Department by counties on at least a monthly basis. | Summary: | SB 1597 - Currently, a person who has retired from employment with a political subdivision covered by the Local Government Employees Retirement System ("LAGERS") will have his or her monthly benefit suspended if the person reemploys with the employer who he or she is receiving the benefit from. Upon a year of reemployment, the person would be vested and eligible for an additional monthly benefit upon a second retirement. This act instead provides that a person may retire and be reemployed without losing his or her retirement benefit if the political subdivision is a city with less than 25,000 inhabitants. The employee shall not contribute nor earn additional membership service for the period of reemployment. However, the employer shall contribute to the retirement system for such employee. Additionally, the employer shall compensate the person in accordance with the salary schedule for such political subdivision or at a salary in accordance with the qualifications of such position and approved by the Board of LAGERS.
